This Order, which extends only to Scotland, implements in Scotland the European Union Framework Decision on the Application of the Principle of Mutual Recognition to Financial Penalties (2005/214/JHA) (“the Framework Decision”). It does so by the amendment of the Criminal Procedure (Scotland) Act 1995 and the Antisocial Behaviour etc. (Scotland) Act 2004.
